Environment & Social Impact Assessment & Management Plans

In the feasibility study, SNC-Lavalin had undertaken preliminary environmental and social assessments as part of their Terms of Reference of the techno-economic feasibility study.  However, the World Bank practice stipulates that the environmental and social studies must be conducted by an entirely separate consultant, coordinating with the techno- economic feasibility study consultant for the project.

Integrated Environments Ltd (IEL) was commissioned to conduct the project level ESIA and ESMP study at the end of 2010. It was carried out based on the field information collected in the feasibility study and new information collected through the high resolution satellite imagery, given the difficult security situation in some of the project areas. The project level ESIA and ESMP study was finalized in September 2011.This study was funded by the US State Department.

The study by IEL also highlighted the need to assess in more details the areas and where endangered bird species and bird collision may raise a concern. In order to have a better understanding of this issue, Normandeau Association, USA was commissioned to assess avian risk related aspects and diagnose the level of significance of the potential avian risk along the transmission line corridor of the proposed project. The Avian Risk Assessment and Management Study is ongoing and draft final report is expected to be available by June 2012. The Avian Risk Assessment and Management Study is funded by AusAid and DFID.

Given that many issues are different from country to country, country-specific ESIA Reports are to be prepared. LARF, ESMP, and consultation plan in these country-specific ESIAs will be customized in accordance to each country’s situation, based mainly on the findings from the project-level ESIA and ESMP study by IEL and the Avian Risk Assessment and Management Study by Normandeau Associateion. The country-specific ESIA Reports are expected to be available by September 2012.
